EU Bank?

Imagine a new bank opens up in your high street. It is called the EU bank and you apply to be a member. The manager tells you the following:-
1) You must deposit £100 every week without fail
2) This weekly contribution will rise every year usually by more than inflation
3) You can withdraw £30 per week – provided you spend this money according to the bank’s instructions
4) The balance of £70 per week the bank keeps to cover costs and spending sprees of it’s choice.
5) In the meantime the bank will issue many rules which you must obey
6)  Your business can only trade with customers who the bank has first made an agreement with
7) You must make your house available to all who want to use your home
 
Given all those conditions, would you become a member of this bank?  No?  
Then please tell me why our establishment want to keep Britain into remaining a member of this EU bank where any sane person would never have joined in the first place?
